Meatspin, you'll find the ratio is 1:1 BUT with one giant exception. The ratio is only 1 to 1 when the level up appears in your chat bar saying, "congratz on Level _  in _!" This means that fast leveling skills like firemaking will give very little level points compared to something like range, herblore or agility that give fast exp but in small controlled amounts making the Level congratz pop up rapidly but more often than firemaking.
