Glitched drop!!!

So, i was killing Bal'lak on the new source when suddenly!~!! a wild black partyhat dropped, unfortunatelly over a rock mound where i was unable to grab it. Meatspin informed me if i was to show you the evidence of its drop you could give me the drop i missed out on?.. So here's the evidence... and the rock pile :( Thanks man :)

I'm not entirely sure if he's even SUPPOSED to drop that...  I believe Tyler removed most ways to obtain partyhats except for vote points and donations...  However I'll see what I can do for you.
