Yes It's down for everyone usually what error connecting to server means .

Actually, if you're connection is unable to connect to the server it will give you that error. It was implemented into the game for that purpose actually, and not for servers being down.

I suggest a mod-editable forum topic somewhere for news on server downtime (when it happens), along with an explanation if there is one. (:
